Seems to be a monument in B&H, which has no freedom of panorama. Considering this is a monument for the Yugoslav war, which only started in 1991, it is doubtful that this mounment is public domain.

If you doubt the freedom of specific images, nominate the image/s but not the whole category. Wikimedia Commons categories are not the objects of copyright or FOP rights issues, only photo images are. There may be images that are ok (age) inside the category.
